Details:
DCC SCHAT is almost identical to DCC CHAT, with the exception that it wraps
the connection in SSL.
The CTCP request looks like this:
<0x01>DCC SCHAT chat <ipaddress> <port><0x01>
Where <ipaddress> has the same form as in DCC CHAT.
Existing implementations of this can be found in Eggdrop (CVS head), ZNC and
KVIrc.
