Follow-up Comment #3, task #9353 (project weechat):
Many ircd's have started using CAP instead of PROTOCTL, with the following
capabilities:
"userhost-in-names" (UnrealIRCd) == UHNAMES
"multi-prefix" (standard) == NAMESX
PROTOCTL need not be sent if the extensions are enabled via CAP.
