Details:
The layout may include channels or servers that are not yet joined or
currently connected, which will mean that some buffers have different
numbers.
An option to create placeholder buffers would avoid this problem.
Extending the /buffer command to allow a placeholder buffer
to be created would also make it possible to add channels to the buffer layout
without needing to join them first.
