Details:
When using SASL EXTERNAL, the client should authenticate via the CertFP. On
Charybdis/Atheme networks, however, this fails.
I am using a valid Cert. Once the SASL authentication fails and I make the
connection, NickServ recognizes the CertFP and authenticates me.
I have absolutely no idea why this isn't working. I'll dig around and try to
figure it out.
