Details:
I want to log messages from user, nick changes, join/parts, and all server
messages except ban-list or quiet-list (and perhaps some choice other server
messages).
The current logger log level scheme does not allow me to do this.
I propose instead to have logger log level use tags instead, similiar to
/filter add, or irc.msgbuffer.
