Details:

help message of "irc.look.color_nicks_in_names" says that "use nick color in
output of /names..." but it prints monotune text when I do "/names
<#aChannelImNotIn>" even I have set the option to "on"

List of nicks displayed when joining a channel is colorful.
And list of nicks displayed on the channel buffer is colorful when I am in the
target channel.

I'm using = weechat 0.3.9.2 gentoo package.
weechat.color.chat_nick_colors =
"001,002,003,004,005,006,009,010,011,012,013,014,033,047,057,081,082,125,192,226"
