Hi, Patricio The preferred way to do this is to package your localized report as a weewx extension. That way, it can not only include the Spanish translations, but also make the necessary modifications to weewx.conf to make sure it gets run.
We can then include it in the list of extensions <https://github.com/weewx/weewx/wiki#skins> on the weewx Wiki. There is an existing French translation.
