The subdirectory /var/www/html/weewx is created and the HTML pages are
generated at the end of an archive interval. Did you wait long enough?

The stuff in /etc/weewx is *configuration* information and skins. It is
*not* the output of weewx.

A command like

ln -s /etc/weewx weewx


will screw things up by creating a recursive link within /etc/weewx.
