Now I am not trying to be argumentative this afternoon, but the change from having a stats database to instead having daily summary tables happened in v3.0.0. So if the Frank has a working copy of his database (its not clear to me from his post) he should not need to rebuild anything. That being said, there have been some changes to weewx.confg etc since 3.1 but these would (should) be picked up by the installer during an upgrade. Assuming Frank is using SQLite as his db, It would seem to me there are 2 choices:
(1) reinstall 3.1, with his current db, make sure it works as it should then upgrade to 3.6.2; or (2) do a clean 3.6.2 install, make sure it works. Stop weewx, move the 3.6.2 created weewx.sdb aside and then copy the 3.1 weewx.sdb in its place and then start weewx. Oh, and it goes without saying make sure you keep a backup of your data (if you have it) before you do anything. Of course if it's a MySQL or other db then that changes things.
