Do you have pypehem installed <http://weewx.com/docs/setup.htm>? If pyepehem is not installed the theoretical solar max cannot be calculated and it is set to 0. I thought it was listed as a pre-requisite but it appears not. 0.2.10 only adds the ability to import the scroller text from a file.
