sudo /etc/init.d/weewx start should be the command to start the background daemon whilst sudo weewxd /etc/weewx/weewx.conf is the command to run weewx directly.
both versions should work. The 'correct' place to 'look' depends upon the contents of weewx.conf file and the value of HTML_ROOT in particular. Set that to the appropriate value and you can look wherever you want.
