Got it. I'll have to try an install with setup.py to see why it's not defaulting to the weew.conf [StdReport] HTML_ROOT.
In the meantime you can specify a full path there under Belchertown HTML_ROOT, such as "/home/weewx/public_html/belchertown" or whatever makes sense for your install.
