"rain" is the amount of rain that fell in the archive interval. "rainRate" is a derived quantity, calculated by StdWXCalculate. It's the amount of rain in a fixed period, divided by the length of that period. The period is set by option rain_period, with a default of 900 seconds (15 minutes).
Posts to the WU use something completely different: the amount of rain that fell during the preceding 60 minutes.
