Hello Sean. Yes PHP and associated libraries must be installed. One of the best tutorials for the RaspberryPi can be found at https://hackedit.de/530/
Its in German but easy to follow. You can exclude MYSQL unless you plan to use it in preference to weeWX's default of SQLite3.
