#FTP.last stores the timestamp of the last FTP upload for each file. It's used to minimize the number of files that are uploaded.
It's safe to delete it, but that will result in all files being uploaded the next time FTP is run. Then it will be recreated and FTP behavior will go back to minimizing uploads. BTW, FTP is not used to upload to the Weather Underground. The WU uses a RESTful service. If the WU is not getting updated, something else is wrong.
