I cannot see it being a version issue at all, nor any skins etc.
The driver itself is reporting via debug printouts that wind speed is 
delivered in the USB packet as zero. So you have to look backwards towards 
the WMR300 console.
The next step is either:

   1.  examine what the Vendor's Windows software reports, then
   2. USB capture - if the windows software reports wind correctly (I can 
   interpret them for you), or
   3. warranty claim on the console if the Windows software shows the same 
   problem.

If you want to confirm for yourself that it has nothing to do with weewx , 
you can run the driver by itself to report packet contents.
