Curious why you are using a Wi-Fi dongle?  RPI 3 has Wi-Fi built in.

Hi,

 

It appears that you are in the /home/pi directory and hence weewxd is looking 
for weewx.conf in /home/pi. Use the full path for weewx.conf ie:

 

$ sudo weewxd /etc/weewx/weewx.conf
