I was able to reproduce this. It occurs if you specify post_indoor_observations while using Rapidfire. It turns out you can get the same error with the option api_key.
Fixed in commit ce5bc8b <https://github.com/weewx/weewx/commit/ce5bc8b16ae966f090e8724e66dc6e7490fe8473>, to appear in V4.0.
