Yes, the FineOffsetUSB driver emits loop packets just as the simulator does it’s just that they are emitted much less frequently. You might find the FineOffsetUSB section <http://www.weewx.com/docs/hardware.htm#fousb_notes> of the Hardware Guide <http://www.weewx.com/docs/hardware.htm> helpful.
