I'm running weewx on Fedora 34 also with the same concerns about the weewx
folder being owned by root. However, it runs okay.

Do you have a weewx.conf in /etc/httpd/conf.d? Mine looks like

alias /weewx /home/weewx/public_html
<Directory /home/weewx/public_html>
  WSGIApplicationGroup %{GLOBAL}
  Options FollowSymlinks
  AllowOverride None
  <IfModule mod_authz_core.c>
# Apache 2.4
Require all granted
   </IfModule>
</Directory>
