thanks for pointing out the corrupted memory issue.

I chose to experiment a bit:
1) downloaded the station data to the WeeWX database
2) reflashed the very oddly responding station back to FW v1.90 - will 
experiment with the newer versions later though and share the results
3) cleared the memory using:
wee_device --dump
...did not respond at all... wee_device --clear-memory
...deleted all data...
wee_device --dump
...something happened, not idea what, the station responded, but whatever, 
just to be sure...

4) ran wee_reports  - this created everything I needed
5) reconfigured the logging interval to 15 minutes using "wee_device 
--set-interval 15"
6) waited...everything seems to be up-to-date now
