The only thing I see missing from your weewx.conf would be the Accumulator 
section:

[Accumulator]
    [[lightning_strike_count]]
        extractor = sum
    [[lightning_distance]]
        extractor = min

See if adding the Accumulator section in your weewx.conf fixes your issue.
