Is this a serial logger with a serial-to-USB converter? Or, a USB logger? If the former, try another converter.
A couple of ferrite coils might help. See the wiki article on troubleshooting Davis stations <https://github.com/weewx/weewx/wiki/Troubleshooting-the-Davis-Vantage-station> . It's also possible that the power supply of the RPi is failing and can't deliver enough power. Try another power supply, or a powered USB hub.
