Matthew just pointed out to me that you are using stretch (Debian 9). Package installs only work with Debian 10 or later. See the Debian Quick Start guide <https://www.weewx.com/docs/5.1/quickstarts/debian/>.
You'll have to either stick with V4, upgrade your Debian, or do a pip install.
