Probably the easiest way is to use the tool sqlite3 to scale windSpeed,
then rebuild the daily summaries. Assuming your database is in US Customary
units, it would look something like this (NOT TESTED, make a backup first):

sqlite3 weewx.sdb
sqlite> UPDATE archive SET windSpeed=1.15078*windSpeed
