Feel free to cook something up that can safely (!) and securely  (!!) do 
whatever you think it should be able to do.  

It would need to handle at least pip and packaged installations (debian and 
redhat-like) and be something folks can ‘optionally’ choose to add. Bonus 
points if you can stop people from going outside its capabilities and 
hand-editing (breaking) their setup.

That’s not a small job.
