I get mine from the Wrightsons(?) farm supply shop in Porirua.  They sell
19mm that is slightly heavier and makes a heavier, less floppy hoop.  The
downside is you can only really buy it in a 50m roll, which makes ~16 hoops
and costs about $90.  But it's not usually hard to find someone else to go
in with you if you don't need that much.

I'd probably be up for half a roll.
