I seem to recall this was the free bus service for pensioners provided by 
Rhuddlan Borough Council (part of Denbighshire these days)   It did a form of 
circular route involving Prestatyn and Rhyl. It ran for a number of years, 
later provided by Voel.
Of course now we have the all Wales over 60 scheme there is no longer a need 
for the local authority to provide the service. I remember they carried a bourd 
in the windscreen saying "RBC free service".
