If the attachment is too large then the message you get back tells you this
is the reason for the non-delivery -
"The message you are sending is too large. All messages must be less than
4.00 MBytes."
Note that the total file size is only 4MB and not 13MB.

Regarding your problem sending a message with an attachment, the only
thing I can think of is that the attachment contents are over 13MB.
There's generally a limit of 13MB attachments that you can send in any
one message (altogether). If not, then maybe there's a size limit on
this group, I'm not sure.
