Now your getting all technical on me! It's not Hanover, it may be
BriTech but I don't know. It seems to refresh in rows, possibly as a
way of cutting down on power so that all the LEDs are never lit at
once. I know test displays for some equipment can't light all the
LEDs at once (to check if they're working) as the power requirement
would be too great, since they're not normally all lit.
I came across these displays in Jersey a few years ago and like you
say, every time you photograph them it doesn't come out. At least a
Hanover is either on or off so you get the display sometimes - just
not when it really matters!

Don't think you can, I'm afraid. Except by using quite a slow shutter
speed which wouldn't work for most of your photos.
Fortunately that type of display isn't so common!
