There was an event in Cheltenham a few years ago that managed to arrange with the police to overide the first traffic lights, however I think it was only a few vehicles (less than 20 from memory) as, even with the first lot dealt with, each direction quickly fills up with the amount of traffic and number of traffic lights there are nowadays!
