Yes but my question is how to increase the wait time of registration reply
from server, like xten is waiting for maximum time and thats why running on
those places where we have dns problem and phapi based softwares are not
running due to this problem. I guess that can be done from osip ?
I need proper guidence for this where to change what ?

Could it be a DNS problem.. Try doing "ping domain" from DOS, to check if
the DNS resolves the domain you used as proxy
