I beileve that if i simply create 2.1-unstable branch and swithc my
working dir to
it, it will be much simpler for me and less load on your server.
So do you have any opposition to this approach?

As Dave has tried to explain in recent threads, we are in the process of
releasing 2.1 in a few days.
Dave is going to help us work on rethinking the community processes
AFTER the 2.1 final release.
Please hold on to your modifications.
I certainly am opposed to a 2.1-unstable branch in the rush as you are
proposing.
The main focus in the next days should on 2.1 final. Please do not blur
this.
