Of course, 2 different hotkey-definitions is the right thing to do. The
editor is just less maintained than the game (and the recent split of the
code will probably not help that). Another (related) reason is that the
editor code is less clean than the game, so working there is often less
enjoyable.
No real need to fill a FR about this, this is an old know bug (also present
in 1.2.5). For the moment the editor doesn't use a lot of hotkeys and they
are not used heavily, so less need to change them. (I mean that it has a low
priority).
You can always edit /data/themes/editor.cfg if you really want to change them
