That's particular page is a custom one, it's not translated. Setting up
translation infrastructure for it probably isn't worth bothering with.
Especially considering that this way of configuring userdata location has
some annoying drawbacks, like not having any effect unless wesnoth is run
from shortcut in start menu, so perhaps that page will go away in future.
