Details:

If a [delay] is used right before an [animate_unit], the animation will
either get skipped entirely or play in a glitchy manner. It seems that in the
beginning of the animation, a part of the animation roughly equal to the
duration of the [delay] gets skipped.

Easy to test:

    [delay]
        time=400
    [/delay]
    [animate_unit]
        flag=attack
        hits=hit
        [primary_attack]
        [/primary_attack]
    [/animate_unit]
