1) is an excellent question - this is not a value assignment,
local wml_actions
points to the same table
wesnoth.wml_actions
points to. Meaning if one changes, the other one (the exact same one and
only) does simultaneously. So there's no code protection.

No. Not if changed in the way I wrote below. I just inserted the definition
of wesnoth.fire.
