Details:

data/multiplayer/scenarios/5p_The_Wilderlands.cfg contains a typo: in the
[ai] tag of side 5, villages_value=0 should be village_value=0. I attach a svn
diff.

According to http://wiki.wesnoth.org/AiWML, village_value is the correct name
of the key. Also, src/ai only uses "village_value". So villages_value is
wrong.

However, this fix might not affect gameplay. I restarted Wesnoth after the
fix, and started a new game of The Wilderlands, but the ai of side 5 seemed to
want villages, as much as it wanted them before the fix. My best guess is that
the RCA AI ignores village_value.
