Details:

Currently if a scenario of a mp campaign was ended, mp connect is shown iff
the new scenario has allow_new_game=yes. It can be observed in LoW on 1.12.2
that this causes bugs, specially when it is not clear by which client a side
of the next scenaio should be controlled. It would be better if the game would
automaticly figure out whether the next scenario has unassigned sides and only
show the mp connect screen if this is the case.
