Follow-up Comment #9, bug #23686 (project wesnoth):

That was the issue.  I don't suppose there's a way to prevent an unsynced menu
from being accessible on other player's turns?  As far as I know there isn't a
way to determine the side of the player who opened a menu, and since it
doesn't have to be the current player $side_number won't work.
