Details:

Despite extensive refactoring, different behavior is still observed on
different OSes (and by extension, window managers).

For example: As of commit 3c5e6cbdb6d4, toggling fullscreen and back out works
fine for me on Windows 10, but Aginor experiences different behavior:

[13:17:21]      Aginor  vultraz: if I fullscreen, exit, restart, de-fullscreens
[13:17:32]      Aginor  vultraz: the window is not the same size as before

on Linux.

Second example: 

[13:19:32]      Aginor  likewise, setting fullscreen and then changing the
resolution doesn't give the window the size requested on restore

For me, this partially works, but results in a borderless window.

Aginor also reports that the window state will not return to maximized if
quitting on a maximized window, while it works correctly for me.
