Follow-up Comment #3, bug #24200 (project wesnoth):

Im quiet supised that this doesn't fix this issue, maybe you just forgot to
reload the wml or maybe some wml cache issues are involved?

But even if this particual issue is fixed, it's still possible that some other
mainline relies on the [terrain_mask] border=no behaviour. So unless someone
checks all mainline [terrain_mask] occurances, its likeley that we have to
revert to the old 1.12 [terrain_mask] behaviour before releasing 1.14.
