Hmmm... let's see:
1. Most .po files contains:
   # Copyright (C) 2004,2005 Wesnoth development team
   # This file is distributed under the same license as the Battle for
   # Wesnoth package.
2. Wesnoth is licensed by the GPL.

Looks pretty clear to me. He is invited to make derived work *only* if
he complies with the GPL. Alternatively, he can try to hire Champoleon
to do the dirty work for him :-)

Thanks for the head-up, Isaac. From day to day we get more evidence to
the benefits free-software bring to the table -- now we have an added
one -- "a free database of translated terms" (aggregate of the whole
free software community).
