[Wesnoth-dev] campaigns and the GPL license text

Hi

Seems like only a few of the campaigns have a COPYING file. Since they 
are distributed separately I believe each need to have a copy of the GPL 
license (especially now that they can be d/l with the web interface).

Would it be possible to add a COPYING file to any campaign that didn't 
upload either COPYING or COPYING.txt fx by the server itself?
