*Accountability & Transparency to Donors*

Dear Brothers and Sisters,
I want to say that the Danish government, and Ambassador has the rightfull
obligation to demand accountability from the leaders in West Nile. If
someone give you food, would you be so ungrateful to walk away without
saying thank you? We must gorget the bad habits.

The Nordic countries & Italy have been so merciful to the plight of the
people from West Nile since the refugee erra in 1980s. They would like help,
but we seriously lack the skills to lobby for our needs. If you have no
needs or don't know your needs, why should  someone help you?

West Nile has been known as one of the corrupt regions in Uganda. Why should
a few individuals be allowed or given the freedom to destroy the entire
society we are all proud of?
We must must make our leaders accounatble for their actions. The govenment
services in the entire region are not working as they should because we fear
to challenge our leaders. This is a time to watch and challenge
accountability and transparency from those who pretend to serve us. We all
have the obligation to fight corrupt practices.

Let me quote one bad example of lack of accounatability. In early 1990, I
lobbied one Director of Rotary International to send 4 containers of Books
to Uganda. I entrusted someone from West Nile who was holding a responsible
office in Mbuya to clear the books. The Rotary Director and I wanted a
simple letter of acknowledgement so that we could start an annual shipment
of   books to Uganda. Gues what, upto today, we never got a single letter.
Therefore, the Ugandan program was scrapped and diverted to Ghana. This was
a program that was worth millions of dollars per year. I feel ashamed to
contact my good friend again, although we communicate from time to time on
other business matters.

Who can anyone blame? As a West Nilean and a son from the land felt so angry
at the lack of irresponsiblity from the people we trust as leaders in West
Nile.

We must start to buld a generation of people who sacrifice to server the
other people.
If every little resource is chewed by a couple of individuals, how can the
rest of the people ever develop?
