Thank you Christine, I could have gone a little more on Dr. Onzima, with all the knowledge and information I have about him but I just respect him as an elder. I still feel such should have been the people making us understand better. However if they just turn around at the sound of music, start singing and dancing without knowing whether it is a mourning song or celebration then our society is dead! Dr. Onzima ought to settle down and share his expertise on fundamental development issues more so in the field of agriculture, which is crutial to our society. Once again thank you, Christine. Now the realities are revealing themselves. For many of these people, talking such things is a job and they are paid for what they say. Another reality is what Aggrey has said, many people including scientists like Onzima lock themselves up doing research in the lab. or their technical job. They are detached from realities surrounding them. Perhaps that explains one of the reasons why we have so many PhDs in agric from westnile but on ground.....! Just listen to Ofwono Opondo on a talk show or read his talks on a news paper, then meet him outside his job, he normally tells people, "it is my job to talk the way I do" Onzima could be doing his "job". Last weekend we met an LC1 talking like that, we thought he was perhaps talking about another Uganda but there he was, talking like Ozima and blaming us for being unpatriotic because we do not "praise" NRM. Science cafe has alot to do in connecting such abstract people to the community so that they hear and become part of realities on ground. Your analysis of the NRM achievements takes us to the the real core issues; yes, qualitatively there are achievements but quantitatively there is still a lot to be desired. I would have wished Dr. Onzima to carry out some simple ranking of the achievements in West Nile over the 25 years against similar achievements in other areas. Perhaps that is when it would dawn on him that some policy issues of the present government need to be revisited and global figures posted by the government may not apply to West Nile in the same strength as they appear. We can only have one excuse for Dr. Onzima. Indeed he has been far removed from the realities, having spent much of his time contributing to coffee development research at Kawanda and later on with ADB until when he recently retired. I think Dr. Ronald Jelly Onzima just needs more time to come to terms with West Nile and the NRM government. He would rather be advised to share his expertise (in agriculture) directly with the locals that he is currently trying to blend with for the first time in perhaps the last 30-40 years of his life. To: "A Virtual Network for friends of West Nile" <[email protected]> Date: Wednesday, 2 February, 2011, 0:21 Dear Brothers and Sisters, I read this article from New Vision and wonder if that is really what has happened in West Nile in the last 25 years of NRM rule. http://www.newvision.co.ug/D/8/459/745378 A government that has relied on NGO intervention to meet most of the basic needs of its citizens, and where NGOs are and have actually taken over key state functions like providing for health, welfare and safety of citizens, poverty alleviation, girls’ education, negotiation for peace, strengthening of legal and policy frameworks; promotion of democracy, etc is a government with a failed policies . A government like the present regime in Uganda which has failed to develop internal capacity and skills necessary to run the country effectively other than entrenching corruption in all walks of life is what Dr. Ronald Jelly Onzima is praising, especially when he claims West Nile has achieved a lot from NRM policies is what I have failed to conceive from the learned son of West Nile. Is he living in another West Nile from the same West Nile where we all come from. I would think that Dr. Ronald can be honest enough to know that any country which has good development policies and internal capacity to financially survive should show evidence in infrastructure development that encompasses building better physical infrastructure - roads, other means of transportation, electricity, communication capability and a clean water supply - needed to operate an effective health care system. What we see in Uganda are impassable roads and weak transportation systems that impede economic activities and growth. Health care that is almost non existent, with those diseases like polio, yellow fever which were long eradicated coming back, frequent cholera and other communicable disease epidemics, education system that is rotten and only benefits a few sons/daughters of the few rich while the majority of the sons and daughters of the poor are lamenting in schools where educational infrastructure are lacking and at best non existent. I wonder what progress Dr. Ronald Jelly Onzima is writing about in West Nile in the last 25 years brought by good policies of NRM. Has he ever seen the offices of the RDC and the Police HQ in Arua and the other Offices like that of Education, Works, Agriculture , Veterinary in Arua to talk of good policies. The building of the road from Karuma to Arua is not any favour done to the people of West Nile, the trade between West Nile and DRC and South Sudan was not created by good policies of NRM but the strategic location of that region to both countries which we have not tapped enough. It is amazing to talk of NRM bringing security to West Nile when they were infact the people who contributed to the insecurity in West Nile let alone the whole Uganda. Some years back many parents from the South used to send their kids to schools like Ombaci, Mvara, Nyapea, Koboko in West Nile, I wonder if those are still happening as our brother Dr. Ronald Jelly Onzima has presented if the NRM education policy is really so wonderful that it has benefitted West Nile in the last 25 years. I really would like to know if this is really true forum members as this is something that is written by one of our own. Was it not a sometime last year or so that an Education Committee was set by WNF to look into why schools in West Nile are doing so badly in both Primary and secondary schools and the number of Students in West Nile joining higher institutions has drastically reduced to to the bad policies of NRM.!!! If NRM has good policies why are they most of the time bribing MPs to pass Bills which are the framework around which policies are developed??? -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean. -----Inline Attachment Follows----- _______________________________________________ WestNileNet mailing list MailScanner has detected a possible fraud attempt from "uk.mc297.mail.yahoo.com" claiming to be MailScanner has detected a possible fraud attempt from "uk.mc297.mail.yahoo.com" claiming to be [email protected] http://orion.kym.net/mailman/listinfo/westnilenet WestNileNet is generously hosted by INFOCOM http://www.infocom.co.ug/ All Archives can be found at http://www.mail-archive.com/[email protected]/ The above comments and data are owned by whoever posted them (including attachments if any).
