Hi John,
I will tell you that the answer to west nile power shortages is
getting FEDERO for region. That means local revenue is used according
to the priorities of the people in the region. As a friend of west
niles, it is very painful for me to see all tobacco revenues coming to
Kampala, without a coin  back to the region. I have been in texas for
the last one month. Man, each coin here in taxes counts to social
services
So federo is the way to go
