As I once said about two years ago, one person sat down and wrote a list of
Ugandan Muslim clerics. He then sent his "boys" to assassinate the people
on that list one by one.
The hitlist was made public by the police in 2013, and anyone could follow
the criminals deplorable "achievements" as they daringly continued their
mission of murdering the people on the list.
The argument that the cleric were fighting themselves didn't hold because
there was the written list of those scheduled for assassination, and the
document targeted a particular group of clerics.
Those on the other side of the known wrangles were surprisingly untouched.
The motorcycle method of assassinations then became the mode of operation
for several other "professional assassinations" in the last few years.
Among others there was the bloody murder of businessman Kasiwukira, Justice
Joan Kagezi, recently a UPDF major/cleric, and now a senior police officer
Andrew Kaweesi (RIP) last Friday.
What is clear is that besides rhetorical talk, the political class appears
helpless.
They are clueless of who is behind these murders or what to do about it.
Some, including the police lesdership, are accusing the police force for
possibly implementing the murders.
This is an institution that has literally hundreds of arrested motorcycles
in police stations at any given time. Officers have access to the required
weaponry, can easily use state resources to gather intelligence on any
targets, and have trained tactical personnel.
If men from within the Uganda Police Force (which today is militarized) are
behind the grisly murders, then nobody is safe.
The attacks do not seem to have a political motivation at this stage.
However, the solution requires a multi-agency investigation and a serious
dedicated man hunt. No single security agency can be trusted to carry out
this investigation alone. Nobody yet knows which one is the true rotten egg?
The gang, especially its head, has to be identified and taken out before
he/she gets other ambitions.
