Good question. What I see used usually is either 
- use nmake, even for other OLD compilers (it used to be downloadable from
MS download center)
- use cygnus
- use mingw

But this is not exactly my usual environment so I pass that question to
somebody more knowledgeable in this field. Certainly a quick google <"gnu
make" windows binary> found lots of hits but no "official" binary we can
refer to.
