Steven, I`m not trying to blame wget, but rather understand what is going on and perhaps how to correct it. I am using wget version 1.10.2 and Internet Explorer 6.0.2800.1106 on Windows 98SE. However, when I renamed the file, this problem did not occur. So, I think it was something to do with the characters in the filename, which you mentioned.
